Bringing Putin to book
While justice for those responsible for the war in Ukraine is still a long way off, a new special tribunal is an important step forward

A special tribunal has been established by the international human rights organisation the Council of Europe (CoE) and the Ukrainian government to try crimes of aggression against Ukraine, which could be used to hold Vladimir Putin and others to account for the February 2022 invasion and war crimes committed since.
The Ukraine tribunal has been established with the aim of holding to account the perpetrators of the first full-scale armed conflict in Europe in the 21st century.
If the illegal invasion is left unpunished, it would set a dangerous precedent.
Charges may also be levelled against the leadership of Belarus and North Korea for their role in aiding, abetting and actively participating in the war of aggression.
Last week’s agreement creates a real opportunity for the international community to send a message that impunity for international aggression is intolerable.
